Forest Cover Change and Legal Pluralism in Forest Management: A Review and Evidence from West Sumatra, Indonesia

This study analyzed the functions of shifting (phenomenon legal pluralism) and identified forest conversion at Production Forest Management Unit Dharmasraya (PFMU Dharmasraya), West Sumatra, Indonesia from March 2018 to December 2019 using a qualitative research design with case approach. The identification changes in cover by satellite images NDVI method obtain distribution cover. Discussion on pluralism were examined non-ethnographic approach through interviews local communities, companies/permit holders, related institutions (government). From 2000 2019, PFMU area reduced 86 12%, plantations increased 10 81% total 33,539 ha. ownership occurs because communities use traditional law, claiming as Ulayat land. In contrast, government claims belongs state. motives for are expansion oil palm rubber plantations, clearing mark rights, illegal logging.
